No special access issues
From either direction on highway 40, follow it to Borås. In the center of Borås, turn onto road 180 towards Alingsås. After about 2 km, you'll see the boulder on your left (when there are no leaves on the trees), roughly opposite the church on the right. Park in the roadside pull-out on the same side as the boulder. If it's full, there's another pull-out on the opposite side, but be cautious crossing the road as it's fairly busy. If you're coming from far away, there are potential camping spots near the boulder.
